- Season the sirloin steak with chili powder, cumin, garlic salt, and black pepper. Drizzle with vegetable oil and squeeze lime juice over it.
- Cook the steak in a skillet over medium-high heat for about 3-4 minutes per side for medium-rare, or to your desired doneness. Let it rest for a few minutes before slicing thinly.
- While the steak rests, spread mayonnaise on the inside of the split hoagie rolls. Warm the refried beans.
- Assemble the tortas: Spread refried beans on the bottom half of each roll. Layer with sliced steak, shredded Monterey Jack cheese, sliced tomatoes, and shredded lettuce.
- Add optional toppings like avocado, red onions, or jalapeños, and a drizzle of hot sauce if desired. Place the top half of the roll on top.
