- Preheat your oven to 400°F. Lightly spray an 8x8-inch casserole dish with nonstick cooking spray.
- Arrange the sliced potatoes and onion rings in the prepared baking dish, staggering them for even cooking.
- In a medium saucepan, melt the butter over medium heat. Whisk in the flour and 1/2 teaspoon of kosher salt, stirring constantly for one minute. Gradually stir in the milk. Cook, stirring, until the sauce has thickened.
- Remove the saucepan from the heat. Stir in the shredded cheddar cheese all at once, continuing to stir until the cheese is melted and the sauce is smooth, about 30-60 seconds.
- Pour the cheese sauce evenly over the potatoes and onions in the baking dish. Cover the dish tightly with aluminum foil.
- Bake for 85-90 minutes, or until the potatoes are tender when pierced with a fork.
- For a crisp topping, remove the foil and change the oven setting to broil. Broil for a few minutes until the top is golden brown.
- Season with additional salt and pepper to taste before serving.
